Mental Harassment of Student and Parent Alleged at Silchar Holy Cross School!

According to the complaint, a student was allegedly beaten by a fellow student on campus, resulting in injuries. The incident has since sparked widespread concern among parents and the local community.
Following the incident, the injured student’s guardian approached the school authorities seeking clarification regarding the circumstances surrounding the alleged assault. The guardian reportedly spoke with the concerned class teacher and the school principal to obtain a detailed explanation. However, according to the allegations, the situation became more complicated during these interactions. The guardian has claimed that both the principal and the class teacher subjected her to mental harassment and undue pressure.
Administration Springs into Action After the Parent Directly Approaches the Superintendent of Police
Subsequently, the guardian submitted written complaints to the Cachar District Commissioner and the School Inspector. However, she alleges that no effective action was taken despite the complaints. After receiving no response for an extended period, she eventually filed a written complaint at the Rangirkhari Police Outpost.
Meanwhile, although a written complaint had been submitted to the police, allegations have surfaced that the case was not formally registered for as long as sixteen days. The delay has generated public dissatisfaction and raised serious questions regarding the functioning of the local police. The matter eventually reached the office of the Senior Superintendent of Police (SSP) of Cachar, where the victim’s guardian personally presented the details of the case. Following the intervention of the district’s Senior Superintendent of Police, the case was finally registered. The incident has since led to growing scrutiny of the role and sense of responsibility displayed by personnel at the Rangirkhari Police Outpost. Speculation has also arisen regarding whether administrative negligence or other factors contributed to the delay.
According to the complainant, Mampi Karmakar, her nine-year-old son, a Class V student of Holy Cross Higher Secondary School, was assaulted by another student of the same institution. The family has stated that the child sustained injuries to his face during the incident. They further allege that despite the incident occurring within the school premises, the school authorities failed to treat the matter with the seriousness it deserved and neglected to take appropriate action.

Immediately after the incident, the family submitted a written complaint to the Rangirkhari Police Outpost. However, they allege that instead of promptly registering a case, the police attempted to avoid taking formal action. The family has further claimed that they were pressured to withdraw the complaint. According to the parents, the situation became increasingly distressing after the complaint was filed.
The family alleges that school authorities began calling the child separately on an almost daily basis for questioning. Furthermore, they claim that threats were made to issue a Transfer Certificate (TC) and remove the student from the school. According to the parents, these developments have adversely affected the child’s mental well-being and emotional health.
Failing to obtain satisfactory redress at the local level, Mampi Karmakar submitted a written complaint to the National Commission for Protection of Child Rights (NCPCR) on June 6. Despite filing the complaint, she has expressed deep disappointment over the lack of any visible administrative response. She alleges that although the matter has been brought to the attention of multiple authorities, no effective action has yet been taken.
In her complaint, she reportedly cited provisions of the Bharatiya Nyaya Sanhita (BNS) relating to mental harassment, intimidation, and criminal misconduct. She also highlighted that physical and psychological abuse of students is strictly prohibited under the Juvenile Justice Act, child protection regulations, and the Right to Education Act. The matter has raised serious concerns regarding administrative inaction, prompting growing demands from various quarters for a thorough investigation and prompt action.
With no resolution forthcoming, the victim’s family eventually approached the Senior Superintendent of Police directly. According to the complaint, SSP Sanjeev Kumar Saikia listened to the matter attentively and immediately directed that the case be formally registered. The family claims that the case was registered at the Rangirkhari Police Outpost only after the SSP’s intervention.
It has also been reported that the Investigating Officer (IO) assigned to the case has been replaced. Allegations further suggest that the SSP strongly cautioned those concerned regarding any negligence in the discharge of their duties.
The incident has given rise to an important public question: if an ordinary citizen must seek the intervention of the district’s highest-ranking police officer merely to have a complaint registered, what does that imply for access to justice? Can every complainant realistically reach the Superintendent of Police to secure basic legal action?

Nevertheless, the complainant’s family has expressed some relief following the eventual registration of the case through the intervention of the Senior Superintendent of Police.
Mampi Karmakar has stated that she now wishes to place her trust in the investigation process and hopes that an impartial inquiry will ensure justice for her child. The incident has already generated considerable concern among parents and the wider public, raising renewed questions about child safety in educational institutions, administrative accountability in handling complaints, and the operational efficiency of police stations.
